Frontline Healthcare Workers Safety Foundation, Ltd. (Frontline) is a 501(c)(3) organization that offers it's clients multiple capabilities to facilitate sole source contracting. Frontline offers the GSA Advantage via MOBIS contract number GA-02F-0077V. The CCR registration is valid and the OCRA has been updated in the last twelve months. Frontline maintains a GSA contract # and the NIH BPA (#HHSN263200900246B) is valid through 6/30/2010. Frontline also has the ability to assemble teams of qualified small businesses capable of supporting a set aside award without compromising the procurement process or scope of work.

Subcontracting Plan

Frontline Foundation’s Small Business Subcontracting Plan is designed to provide businesses of all sizes an equitable opportunity to compete for training-related subcontracts while continuing to offer clients the highest quality service. The plan provides a systematic approach for implementing diverse business subcontracting objectives and is prepared in accordance with FAR 52.219-9.

  • Frontline Foundation’s prequalification process ensures that subcontractors have the appropriate levels of experience to successfully execute required tasks
  • Subcontractors must have direct services support experience and be thoroughly familiar with government subcontracting procedures and reporting expectations
  • Interviews and reference checks help determine if a subcontractor meets the standards and qualifications, created to both protect and add value to potential clients
  • Quotes are solicited from qualified small businesses concerns to include small businesses, small disadvantaged businesses, women-owned small businesses, small businesses in historically underutilized business (HUBZones), veteran-owned small businesses and service-disabled veteran-owned small businesses
  • In certain situations, the subcontractor selection is based on the specialty requirements of a particular task order component
